HISTORY

The man speaking at the microphone is the Hon. Murray Porter, MLA, Minister for Local Government. He is making the announcement that the Constitution of the Shire of Hastings has been proclaimed, on November 6, 1960. The men in the background are Cr John Bowes of Frankston and Cr Stan Williams, Secretary of the shire of Flinders.

DESCRIPTION

This image shows a man standing on a platform speaking into a microphone, which is on a stand. He is wearing a suit, white shirt and tie, with a badge in his left lapel. His right hand is in the pocket of his coat and he is holding a piece of paper in his left hand. Part of a building can be seen behind him and a white post and railing is in front of him. A flag is stretched across the rail behind him. Another man, dressed in a three piece suit, is standing slightly behind him and to his right. A second microphone, on a stand, is in front of him. A third man, dressed in a suit and wearing spectacles, is standing on the far left-hand side of the image on ground level.
