HISTORYThis man is Alfred Downward. Alfred was a councillor for the Shire of Flinders for seven years up to 1893, member of the Mornington Shire Council from 1876 to 1898 and later MLA and three times a Cabinet Minister who was noted for his rugged honesty and sincerity. He was born in 1847 and died in 1930. He married Josephine Kerr in 1879 and they had two sons and five daughters.
