HISTORYAlfred Downward had a strong interest in pursuing representation in government, both local and State. In 1876 he was elected a Councillor in the then Shire of Frankston, Mornington and Hastings. He was a landowner in Mornington and, by virtue of the farm Glengala, in Balnarring in the Shire of Flinders. He stood for election to Flinders Shire and in 1886 became a Councillor in Flinders and thus became a member of two shire Councils at the same time. This portrait was probably taken for an official role in the period 1870 1890. He also served as President of each Shire and for a period these too were served concurrently. In 1895, after several earlier attempts, he was elected to the seat of Mornington in the State Parliament,. He held the seat for nearly 35 years until his retirement in 1929. His son Herbert was elected to the seat vacated by Alfred.
