HISTORY

It seems that this photograph of Alfred Downward was for a pamphlet issued in 1926 under his direction as Minister for Lands and Immigration, intended to inform potential settlers in the State of Victoria about rural conditions and prospects in Victoria. By this time he was a long standing member of parliament as the M.L.A. for the seat of Mornington.
